1. No. It is simply a case of boats on opposite tacks. Rule 10 (port/starboard) therefore applies, and W864, being on port, must keep clear of the two starboard boats.
2. Whenever a right-of-way boat - which W6, being on starboard, is here - gets close to a give-way boat such as W864, he must beware of changing course in a way that does not leave the give-way boat (864) room to keep clear (see rule 16), even if he gets a wind shift that changes his proper course
