Which of these two boats has the right of way? Why?

Answer:
The partially obscured boat on the left has right of way. Both he and the Laser (42692) are on port tack. The Laser will be windward boat when they meet and will have to keep clear under rule 11. In my many years of racing experience, if two boats on the same tack meet - one close-hauled, the other off the wind - an old rule from the distant past always applies: "Close-hauled over running free" - if the boats are on the same tack only!!!!!!
