5. Facts found: Clou-less protested under rule 60.1(b) (which states that a boat my "request redress") and under 62.1 (which lists an improper action of the RC as one of several valid reasons for requesting redress).
The RC did indeed make the start signal 10 seconds too soon. Clou-less was caught somewhat out of position and got a very poor start. She never really recovered.

Decision: The protest was valid since rule 62.2 simply requires a written request for redress be submitted within the time limit. There is no mention of having to hail anyone and rule 62.2 specifically states that "no protest flag is required". Since so many boats in the race were unfairly given an advantage or disadvantage, the race is to be considered abandoned.

NOTE: If the Protest Committee decides that redress should be given, it does not automatically have to abandon the race in question! The Protest Committee has a variety a options if a boat is (or several boats are) entitled to redress. The key requirement of rule 64.2 is that the solution be "as fair an arrangement as possible for all boats affected, whether or not they asked for redress."
