8. Facts found: WindBreaker (windward) and Bilge Queen (leeward) were
reaching along the line with their hulls 20 cm. apart when start signal
was made. As both boats head up to close-hauled, there was immediate
contact and Bilge Queen
protested in a valid manner.

was required by rule 11 to keep clear of Bilge
Queen.
WindBreaker
did not fulfill the requirements of the keep clear definition
since she
sailed so close to Bilge
Queen
that the latter was unable to "change course in both directions without
immediately making contact with the windward
boat." WindBreaker
is DSQ under rule 11.
