12. Facts found: Tom's Revenge was sitting
close-hauled on starboard with his sails luffing in 10 knots of breeze
as shown at left. Teddy-O
was crossing Tom's Revenge
by about one boatlength, starting on port.
At the start signal, Tom's Revenge
and Teddy-O were 2 lengths
apart. At this moment, Tom's Revenge sheeted in and his
boat moved ahead and collided with Teddy-O causing some damage. Both boats lodged valid protests.

Rule
16 does not apply since Tom's
Revenge
did not change course. Teddy-O
is disqualified under rule 10
(port/starboard), but Tom's
Revenge
is also DSQ under rule 14
(Avoiding Contact)
beacuse this avoidable collision caused damage.
